Ballarat Council Approves Road Changes, Leisure Upgrades, Hoon-Driving Report

Ballarat City Council has approved the formal discontinuance of Ring Road at the Mitchell Park rail crossing to enable the Ballarat West Intermodal Freight Hub, with statutory works budgeted for 2026/27. The same meeting awarded the $17.54 million tender for the Eastwood Leisure Complex redevelopment to local builder Nicholson Construction and confirmed new public toilets at Lake Wendouree’s St Patrick’s Point.

Transport Changes and Freight Access

The Ring Road decision at Mitchell Park directly affects vehicle routes near the rail crossing. Residents who travel through this area will see altered access once the Ballarat West Intermodal Freight Hub proceeds. The council has allocated funds for statutory works in the 2026/27 budget, meaning planning and legal steps will occur in the coming financial year.

Leisure Facilities and Public Amenities

The $17.54 million Eastwood Leisure Complex redevelopment will be carried out by Nicholson Construction. Separate confirmation of new public toilets at Lake Wendouree’s St Patrick’s Point adds another amenity for people using the lake area. These projects update existing recreational infrastructure in central locations.

Safety and Governance Measures

Council endorsed a Notice of Motion to commission a report on illegal hoon driving, seeking actions that can be taken within existing powers. The council operates under a 9 single-councillor ward electoral structure that took effect from the November 2024 election under the Local Government Act 2020. An Expression of Interest process is also underway for a new trustee arrangement for Her Majesty’s Theatre funds after Australian Tax Office changes affected the current Deductible Gift Recipient status.

These steps follow the standard council meeting process. The hoon-driving report will identify possible measures, while the Expression of Interest will seek suitable trustee options. Residents can follow updates on the Ballarat City Council website for timelines on the freight hub works, leisure complex progress and the commissioned report.
